The M23 rebels, part of the Congo River Alliance (AFC), have called for direct negotiations with the Congolese government after seizing Goma, the capital of North Kivu Province.
On Monday, January 27, M23 forces took control of the city following fierce clashes with the Congolese army (FARDC) and allied groups, including the FDLR. After capturing Goma, the rebels signaled their intention to advance towards Kinshasa, the DRC’s capital.
In a statement on February 1, M23 spokesperson Lawrence Kanyuka reiterated the group’s call for “sincere and direct dialogue” with the Kinshasa government. He emphasized the need to address the fundamental causes of the conflict and establish long-lasting peace in the region.
Kanyuka also expressed gratitude to the people of Goma for their “warm welcome” and “cooperation,” urging citizens to continue their daily activities with confidence and peace of mind.
The rebels further called on the Congolese government to acknowledge their commitment to protecting civilians in the areas under M23 control. Kanyuka warned that any attempts by the government to launch an offensive against these regions would have severe consequences, with the government assuming full responsibility for the aftermath.
Additionally, the M23 urged members of the FARDC, police, and Wazalendo militias to surrender, offering assurances of safety for those who disarm. They also appealed to local residents to encourage the surrender of militia members, stressing that those who lay down their arms would face no hostility.
