Mutua Meets UN Head in Somalia

July 19, 2023 – Dr. Alfred Mutua, the Cabinet Secretary for Foreign Affairs, had a significant meeting with Ms. Aisa Kirabo Kacyira, the Head of the United Nations Support Office in Somalia (UNSOS). The discussions centered around crucial matters concerning the progress of the African Union Transition Mission in Somalia (ATMIS).

A major focus of the meeting was the ATMIS drawdown process, which involves a gradual reduction of ATMIS troops leading to the handover of security operations to the Somali National Armed Forces by December 2024. Both parties engaged in productive deliberations on how to ensure a smooth drawdown with the unwavering support of UNSOS. Dr. Alfred Mutua reassured Ms. Kacyira of Kenya’s commitment to standing by ATMIS during this transition phase.

Capacity building emerged as another key topic of discussion during the meeting. It was emphasized that engaging with Kenya and other Troop Contributing Countries (TCCs) is essential to equip ATMIS for the upcoming handover. Ms. Kacyira, echoing the sentiment, pledged continued logistical support from UNSOS to ensure a seamless transition.

In addition to logistical support, Kenya’s commitment to the success of ATMIS and the Somali Security Services was highlighted. The country has been actively providing training and various forms of support to further bolster the capabilities of these crucial institutions. Ms. Kacyira commended William Ruto, Kenya’s prominent political figure, for his dedication and backing in mobilizing resources for ATMIS.
