16th May 2023, Harare, Zimbabwe – Minister Vincent Biruta of Rwanda and his counterpart, Frederick M. Shava, Zimbabwe’s Minister of Foreign Affairs, convened for the Ministerial Session of the 2nd Joint Permanent Commission on Cooperation (JPCC) meeting between Rwanda and Zimbabwe. The high-level meeting took place in Zimbabwe’s capital city, Harare, and marked a significant step towards enhancing bilateral ties between the two nations.
The Ministerial Session, co-chaired by Minister Biruta and Minister Shava, served as a platform to discuss various areas of mutual interest and identify areas of collaboration. During the productive meeting, three Memoranda of Understanding (MoUs) were signed, highlighting the commitment of both countries to foster sustainable development and promote shared prosperity.
The first MoU, titled “Sustainable, Affordable, Functional, Low to Medium Cost Housing and New Building Technologies,” aims to address the pressing need for adequate housing solutions in both Rwanda and Zimbabwe. Recognizing the importance of affordable housing for socio-economic development, the MoU seeks to leverage innovative building technologies and construction practices to provide cost-effective housing options to the citizens of both nations.

The second MoU, titled “Higher and Tertiary Education, Science, and Technology Development,” focuses on strengthening cooperation in the field of education and research. By promoting academic exchanges, collaborative research initiatives, and sharing best practices, Rwanda and Zimbabwe aspire to enhance the quality of higher education and scientific advancements in both countries. This collaboration will facilitate the exchange of knowledge and expertise, ultimately contributing to human capital development and fostering innovation.
The third MoU, titled “Women Empowerment,” demonstrates the commitment of Rwanda and Zimbabwe to gender equality and the empowerment of women. This agreement seeks to create an enabling environment for women’s economic and social empowerment through various initiatives, including skill development, entrepreneurship support, and gender mainstreaming in policies and programs. By prioritizing women’s rights and opportunities, both nations aim to create a more inclusive and equitable society.

Speaking at the signing ceremony, Minister Biruta expressed his optimism about the strengthened cooperation between Rwanda and Zimbabwe. He stated, “These MoUs signify our shared commitment to addressing critical socio-economic challenges and unlocking the potential for sustainable development. By leveraging our collective strengths and resources, we can drive positive change and create a better future for our citizens.”
Minister Shava echoed his sentiments, emphasizing the importance of bilateral cooperation in achieving mutual goals. “Through these MoUs, we are forging stronger bonds between our countries. Together, we can overcome common challenges and capitalize on opportunities to create lasting benefits for our societies,” he remarked.

The signing of these MoUs marks a significant milestone in the diplomatic relations between Rwanda and Zimbabwe. The agreements reflect the shared vision of both countries to promote sustainable development, empower their citizens, and foster cooperation in critical areas of mutual interest. It is expected that the implementation of these agreements will not only strengthen bilateral ties but also contribute to the overall progress and well-being of the people of Rwanda and Zimbabwe.
