Reykjavik, 16th May 2023 – The 4th Summit of Heads of States and Government of the Council of Europe commenced today in Reykjavik, with a strong focus on the critical role of local and regional authorities and communities in effectively responding to crises and ensuring the implementation of high-level political decisions. In a significant development, representatives from seven European institutions and associations signed a groundbreaking “Call for Action” to national governments, underscoring the indispensability of local authorities in these processes. The signing took place during the high-level conference titled “Embedding democratic values at grassroots level” at Reykjavik City Hall.
President of the Council of Europe Congress of Local and Regional Authorities, Leen Verbeek, highlighted the upcoming summit as an opportunity to reaffirm support for local and regional authorities in building a secure, democratic, and cohesive Europe. Verbeek expressed confidence in the Heads of State and Government’s commitment to grassroots democracy within a robust multi-level governance system.
Deputy Secretary General of the Council of Europe, Bjørn Berge, emphasized the unique position of local and regional authorities in representing and serving citizens, making them essential in fulfilling pledges and promises made at the Reykjavik Summit. Berge commended the courageous actions of Ukrainian local mayors, leaders, and administrators in resisting Russian intimidation, commending their resolve and highlighting the critical role they play in crisis response.
Sigurður Ingi Jóhannsson, the Minister of Infrastructure of Iceland, underscored the core values of democracy and diversity that characterize Europe. Jóhannsson emphasized the importance of solidarity among democratic nations during these challenging times.
Mayor of Reykjavík, Dagur B. Eggertsson, expressed his pride in having democratic principles associated with Reykjavík’s name.
Conference participants emphasized the need for enhanced support to local authorities in addressing various challenges, including education, employment, housing, climate crisis, technological advancements, and migration. They also reiterated their commitment to supporting Ukrainian local and regional authorities and associations, as well as collaborating with counterparts in other European countries to assist Ukrainian refugees. The event was jointly organized by the Congress of Local and Regional Authorities of the Council of Europe, the Icelandic Association of Local Authorities, and the City of Reykjavík.
