New York, April 25, 2023 – Khalifa Shaheen Al Marar, Minister of State, addressed the United Nations Security Council during an open debate titled “Effective Multilateralism through the Defense of the Principles of the UN Charter,” urging member states to peacefully resolve conflicts by promoting dialogue and cooperation between nations.

Al Marar highlighted the importance of effective multilateralism in maintaining international peace and security, grounded in international law and the principles of the UN Charter. He emphasized that defending the principles of the Charter is essential to maintaining effective multilateralism, which is crucial for addressing common challenges and threats faced by the global community.

During his statement, Al Marar stressed the need for the multilateral system to serve all UN members, and not just member states with disproportionate influence over the system. He emphasized that the multilateral system must facilitate the peaceful settlement of disputes, promote security, and devise collective solutions to key global threats. Al Marar further called for the inclusion of all stakeholders, including civil society and the private sector, in the multilateral system, beyond just governments.

Al Marar also expressed his concern about ongoing conflicts in Sudan and Ukraine, and called for intensified efforts to bring peaceful resolutions to these crises. He urged member states to double down on their efforts to promote dialogue and cooperation among nations as a means to achieve peaceful conflict resolution.

The open debate took place during the Russian Federation’s Council presidency in April, and was chaired by Sergey Lavrov, Russia’s Minister of Foreign Affairs. Al Marar’s statement received attention from council members, who acknowledged the importance of effective multilateralism and the need for peaceful conflict resolution through dialogue and cooperation between states.

As the world faces complex global challenges, including conflicts and crises, Al Marar’s call for promoting dialogue and cooperation as a means for peaceful resolution serves as a reminder of the significance of effective multilateralism and adherence to the principles of the UN Charter in maintaining international peace and security.
